can someone please post a set of directions on how to make a regular picture into a sig ( i uploaded danny's pscs4 and im a bit confused)..thnx

Well, signatures are usually small and skinny or like a rectangle.

Open a new canvas with these dimensions: 450px by 125px for a small and skinny signature, or something like 400px by 150px for a thicker rectangle signature. Basically, anything from 300x100 to 500x200 is a signature size.

Then just drag your render/image/stock into the canvas. You may need to resize. Use the free transform tool at the top-right corner of the tools to do this.
