member of the month voting?

so how should it work? the month is almost over so we need to decide.

i think the candidates can be like the top 15 most active users.

who should vote? the site staff (me and all the mods) can vote or just a regular poll in which ppl vote. If the site staff would vote then they wouldn't be included in the list, but if members vote then ppl might cheat and make new accounts just to vote. what should we do?

i think all mods and admins vote privately from the top 15 most active users, then we announce it.
